This series consists of email that document the daily constitutional and statutory duties carried out by the Clinton presidency. The emails range from communications dealing with substantive issues such as policy formation and implementation, to documentation of more procedural issues including personnel actions, the scheduling of meetings, and event planning. Emails created and received by staff members in the Presidential components of the Executive Office of the President (EOP) were automatically designated as Presidential records. Emails from external sources to staff members in these components were also designated as Presidential records. ARMS captured emails, their attachments, pager messages, and automatic confirmation messages generated by the White House appointments system. Attachments can include word processing files, spreadsheets, databases, and graphic files. The email records are both formal and informal in nature, including working drafts of correspondence, memoranda, speeches, and press briefings. There are approximately 18.2 million Clinton Presidential emails in ARMS. Included in the series is a large amount of email that consists of news excerpts and transcripts or articles, often with no substantive comments; and emails resulting from staff subscriptions to listservs that disseminated information on current events, political issues, and public affairs that were of potential interest to the administration, its staff members and its constituency. Additionally, ARMS contains some duplicative email content since messages were routed and deposited into the buckets of both the creator and recipient.
